After the doomed comes the blessed. Ibn Kathir describes people who believe firmly in their hearts and confirm it with action, doing good and avoiding evil. The verse ends: Allah does what He wills.

After a long day of bad news, someone sends you a photo of a quiet river. You exhale. This verse is that exhale, after many verses of warning. The door to the gardens is belief that shows up in what you do.

After so many warnings, I wonder if there is any hope for me.

The path is clear and open: believe, and let it show in what I do.

Do one good deed today that matches something you believe.

Tafsir Ibn Kathir

Truly, Allah will admit those who believe and do righteous good deeds to Gardens underneath which rivers flow. Verily, Allah does what He wills (14)

The Reward of the Righteous

The mention of the misguided who are doomed is followed by mention of the righteous who are blessed. They are those who believe firmly in their hearts and confirm their faith by their actions, doing all kinds of righteous deeds and avoiding evil actions. Because of this, they will inherit dwellings in the lofty ranks of the gardens of Paradise. So Allah tells us that He sends those astray and guides these, and says:

إِنَّ اللَّهَ يَفْعَلُ مَا يُرِيدُ

(Verily, Allah does what He wills.)
