The Book is the truth, confirming what came before.

The Quran stands in a line of revelation

One line of revelation
earlier booksforetold it
confirmed by
the Quranthe very truth
His servantsseen and known by Him
What the Quran is
a new inventioncut off from the past
the same truthconfirmed and completed

The Makkans called the message something new and strange. Allah tells the Prophet ﷺ that what was revealed to him is the very truth, confirming the books before it, which had themselves pointed to its coming. Allah knows and sees His servants.

You hold your phone with the Quran app open and treat it like one more piece of content. It is the same truth sent to every prophet, now in your hand. The One who sent it sees you reading.

The Quran is one religious text among many I could pick from.

It is the truth that confirms all earlier revelation, sent by the One who sees me.

Tafsir Ibn Kathir

And what We have revealed to you of the Book, it is the (very) truth confirming that which was (revealed) before it. Verily, Allah is indeed All-Aware and All-Seer of His servants (31)

The Qur'an is The true Book of Allah

وَالَّذِي أَوْحَيْنَا إِلَيْكَ

And what We have revealed to you – O Muhammad, of the Book, i.e., the Qur'an,

هُوَ الْحَقُّ مُصَدِّقًا لِمَا بَيْنَ يَدَيْهِ

(it is the (very) truth confirming that which was (revealed) before it.) means, of the previous books. It confirms them just as they bore witness to the coming of the Qur'an and that it would be sent down from the Lord of the worlds.

إِنَّ اللَّهَ بِعِبَادِهِ لَخَبِيرٌ بَصِيرٌ

(Verily, Allah is indeed All-Aware and All-Seer of His servants.) means, He is All-Aware of them and knows who deserves to receive the blessing which He may give to him and not to others. the Prophets and the Messengers are favored above the rest of mankind, and some of the Prophets were given more than others and given higher status than others. The position given to Muhammad ﷺ is higher than that of all the others, may the blessings and peace of Allah be upon them all.
