Why would Allah send people to speak for Him?
Today
The Quran says every nation was sent a messenger (16:36), each speaking his people's language (14:4). Their message was the same at its core: worship Allah alone. Their laws differed by time and place.
Twenty-five prophets are named in the Quran, from Adam to Muhammad ﷺ. Many more are not named to us (40:78). Some brought scriptures: the scrolls of Ibrahim and Musa, the Tawrah, the Zabur of Dawud, the Injil of 'Isa, and finally the Quran. Their miracles, from the staff to healing the sick, came only by Allah's permission.
Scholars commonly distinguish a nabi, a prophet who receives revelation, from a rasul, a messenger sent with a mission. Five are commonly counted as "those of determination" (46:35). Muhammad ﷺ is called the last of the prophets.
What the Quran says
And We certainly sent into every nation a messenger, [saying], "Worship Allah and avoid Taghut." And among them were those whom Allah guided, and among them were those upon whom error was [deservedly] decreed. So proceed through the earth and observe how was the end of the deniers.
Context From an-Nahl, a Makkan surah. It follows the claim in 16:35 that if Allah had willed, people would never have worshipped others.
No nation was left without a messenger, and the message was always one: worship Allah and avoid false gods (taghut).
Indeed, We have revealed to you, [O Muhammad], as We revealed to Noah and the prophets after him. And we revealed to Abraham, Ishmael, Isaac, Jacob, the Descendants, Jesus, Job, Jonah, Aaron, and Solomon, and to David We gave the book [of Psalms]. And [We sent] messengers about whom We have related [their stories] to you before and messengers about whom We have not related to you. And Allah spoke to Moses with [direct] speech.
Context Madinan. It answers those who demanded a book sent down from the sky (4:153).
Revelation to Muhammad ﷺ is like that to Nuh and those after him. Some messengers are named to us, others are not, and Dawud was given the Zabur (Psalms).
And We gave to Abraham, Isaac and Jacob - all [of them] We guided. And Noah, We guided before; and among his descendants, David and Solomon and Job and Joseph and Moses and Aaron. Thus do We reward the doers of good. And Zechariah and John and Jesus and Elias - and all were of the righteous. And Ishmael and Elisha and Jonah and Lot - and all [of them] We preferred over the worlds.
Context Follows Ibrahim's argument with his people (6:74-83). 6:90 tells the Prophet ﷺ to follow their guidance.
Eighteen of the twenty-five named prophets appear here together, as one family of guidance across generations.
Muhammad is not the father of [any] one of your men, but [he is] the Messenger of Allah and last of the prophets. And ever is Allah, of all things, Knowing.
Context Revealed about Zayd ibn Harithah, whom the Prophet ﷺ had adopted before adoption was ended (33:4-5, 33:37).
Muhammad ﷺ is the Messenger of Allah and the seal, the last, of the prophets. No prophet comes after him.

Lines show descent over many generations, following well-known genealogies; the Quran itself confirms only some links. Highlighted are the five commonly counted as "those of determination" (33:7, 42:13, 46:35).
The key word
risālah · Messengership; the message entrusted to a messenger
A rasul is one who is sent (arsala, to send). A nabi is one given news from Allah. Most scholars say every messenger is a prophet but not every prophet is a messenger; 22:52 mentions both. "Allah is most knowing of where He places His message" (6:124).
22:526:124A common mix-up
Islam began with Muhammad ﷺ, and the earlier prophets belong to other religions.
The Quran presents one message carried by every messenger: worship Allah alone (21:25). Muslims are told to believe in all of them without making distinctions (2:136), including Ibrahim, Musa and 'Isa. Muhammad ﷺ is the last of that line, not the first (33:40).
21:252:136Remember
Carry one verse
And We sent not before you any messenger except that We revealed to him that, "There is no deity except Me, so worship Me."
