Why does al-Baqarah give the deniers two verses and the hypocrites thirteen?
Today
Al-Baqarah, the longest surah, opens with three portraits. The believers are mindful of Allah and trust what they cannot see. The deniers have closed themselves to the message. The hypocrites say "we believe" with their tongues while their hearts say otherwise.
Two words help here. Kufr means covering over: rejecting, or being ungrateful for, a truth that has become clear. Shirk means giving Allah partners in worship, which Luqman calls "great injustice" (31:13). The Quran describes these as states of the heart and choices, not as tribes. Its aim is less to label others than to let each reader ask: which of these am I becoming?
What the Quran says
This is the Book about which there is no doubt, a guidance for those conscious of Allah - Who believe in the unseen, establish prayer, and spend out of what We have provided for them, And who believe in what has been revealed to you, [O Muhammad], and what was revealed before you, and of the Hereafter they are certain [in faith]. Those are upon [right] guidance from their Lord, and it is those who are the successful.
Context The opening of al-Baqarah, a Madinan surah, right after the letters Alif Lam Mim.
Believers are known by what they do: trust in the unseen, prayer, giving, faith in all revelation, and certainty about the Hereafter.
Rather, they say, "Indeed, we found our fathers upon a religion, and we are in their footsteps [rightly] guided." And similarly, We did not send before you any warner into a city except that its affluent said, "Indeed, we found our fathers upon a religion, and we are, in their footsteps, following."
Context Makkan. The Prophet's ﷺ opponents answer him, and the verse adds that the wealthy of earlier towns said the same.
The deniers' oldest excuse: our fathers did it. The Quran asks people to weigh a message on its merits, not on custom.
Indeed, the hypocrites [think to] deceive Allah, but He is deceiving them. And when they stand for prayer, they stand lazily, showing [themselves to] the people and not remembering Allah except a little, Wavering between them, [belonging] neither to the believers nor to the disbelievers. And whoever Allah leaves astray - never will you find for him a way.
Context Madinan. Hypocrisy appears in Madinah, where outward belonging to the Muslims brought safety and standing.
Hypocrites pray to be seen and waver between both sides. Their problem is a divided heart, not a lack of outward religion.
And the servants of the Most Merciful are those who walk upon the earth easily, and when the ignorant address them [harshly], they say [words of] peace, And those who spend [part of] the night to their Lord prostrating and standing [in prayer] And those who say, "Our Lord, avert from us the punishment of Hell. Indeed, its punishment is ever adhering; Indeed, it is evil as a settlement and residence." And [they are] those who, when they spend, do so not excessively or sparingly but are ever, between that, [justly] moderate
Context Makkan. The close of al-Furqan paints "the servants of the Most Merciful".
The believer in motion: a gentle walk, peace to the rude, prayer at night, fear of Hell, and spending that is neither wasteful nor mean.
See it
Mindful, praying, giving, certain. 2:2-5
Warned or not, they refuse. 2:6-7
"We believe" on the tongue; disease in the heart. 2:8-20
Al-Baqarah's opening gives the believers 4 verses, the deniers 2, and the hypocrites 13, including two parables of a fire and a rainstorm. The hidden danger gets the longest warning.
The key word
taqwā · Mindfulness of Allah; guarding oneself
From the same root as wiqāyah, a shield. Taqwa is living aware of Allah so that the awareness protects you from wrong. The Book is guidance for the muttaqin, the people of taqwa (2:2), and the noblest of people is the one with the most taqwa (49:13).
2:249:13A common mix-up
The Quran's hypocrites are believers who have doubts or who keep falling into sin.
The hypocrites the Quran describes claimed faith in public while mocking the believers in private (2:14, 63:1). Struggling with doubt or sin is different: the Quran still calls believers who fight each other "believers" (49:9) and invites every sinner back (39:53). Many early scholars said that fearing hypocrisy in yourself is a sign of a living faith.
