Why does a book of mercy describe the Fire so plainly?
Today
The Quran speaks about the Fire often, and it says why: "mention of the Fire is not but a reminder to humanity" (74:31). It is a warning given while there is still time, from the same Lord who says His mercy encompasses all things (7:156).
Today is a model for reading carefully. Some details are stated in the verses: angels as its keepers, nineteen over Saqar, one keeper named Malik, a tree called Zaqqum. Others come from hadith or scholarly reasoning, such as seven layered levels, or exactly who stays and for how long. We will mark which is which, and end where the Quran so often ends: with the door to mercy.
A sensitive topic. This lesson is a draft awaiting review by a qualified scholar; where readings differ, the main views are shown.
What the Quran says
O you who have believed, protect yourselves and your families from a Fire whose fuel is people and stones, over which are [appointed] angels, harsh and severe; they do not disobey Allah in what He commands them but do what they are commanded.
Context Madinan, from at-Tahrim. Addressed to believers, about themselves and their families.
The warning turns inward first: protect yourself and those you love. Its keepers are angels who only do what Allah commands.
I will drive him into Saqar. And what can make you know what is Saqar? It lets nothing remain and leaves nothing [unburned], Blackening the skins. Over it are nineteen [angels].
Context Makkan, about a man who heard the Quran and called it "magic" (74:18-25). 74:31 says the number is a test.
The Quran gives a number, nineteen, and stops there. Who the nineteen are is not detailed; "none knows the soldiers of your Lord except Him" (74:31).
Is Paradise a better accommodation or the tree of zaqqum? Indeed, We have made it a torment for the wrongdoers. Indeed, it is a tree issuing from the bottom of the Hellfire, Its emerging fruit as if it was heads of the devils. And indeed, they will eat from it and fill with it their bellies.
Context Makkan, from as-Saffat, set against the people of Paradise in 37:40-61.
Zaqqum is stated as a tree rising from the Fire's depths. Scholars explain "heads of the devils" as an image of horror no one has seen.
As for those who were [destined to be] wretched, they will be in the Fire. For them therein is [violent] exhaling and inhaling. [They will be] abiding therein as long as the heavens and the earth endure, except what your Lord should will. Indeed, your Lord is an effecter of what He intends. And as for those who were [destined to be] prosperous, they will be in Paradise, abiding therein as long as the heavens and the earth endure, except what your Lord should will - a bestowal uninterrupted.
Context Makkan, closing Hud's stories of past nations.
Both abide "as long as the heavens and the earth endure, except what your Lord should will."
Most read the exception as sinful believers who leave the Fire, as hadith in al-Bukhari and Muslim describe; for the rest it is forever. A minority, discussed by Ibn al-Qayyim, held the Fire may end.

The key word
an-nār · The Fire
The Quran's plainest word for Hell, used far more than any other name. Its root n-w-r also gives nūr, light: in Arabic fire and light are one family of words. The same Book that warns of the Fire calls Allah "the Light of the heavens and the earth" (24:35).
66:624:35A common mix-up
In Islam, Hell is Satan's kingdom, where he rules and punishes people.
The Quran says the Fire's keepers are angels who obey Allah (66:6, 74:31), one of them named Malik (43:77). Satan is not its ruler but one of its people: Allah tells him, "I will surely fill Hell with you and those of them that follow you" (38:85). On the Day he disowns his followers (14:22).

Carry one verse
[O Muhammad], inform My servants that it is I who am the Forgiving, the Merciful. And that it is My punishment which is the painful punishment.
