His Ordinances of Government was the first full Muslim treatise on the state.

A Shafi'i judge, he served as an envoy between the Abbasid caliph and the Buyid and Seljuk rulers. Al-Ahkam al-Sultaniyyah sets out the duties of caliph, ministers, judges and governors. He also wrote Adab al-Dunya wa al-Din on ethics.

What grew out of it?
